Global Fund for Women - On the forum in Tbilisi
The Azerbaijan Information Gender Center already informed, that on
June, 4-8 2006 in Tbilisi passed the Women's NGOs Forum organized by
Global Fund for Women.

She is the IT manager of the Azerbaijan Gender Information center.
Solmaz Iskenderova has taken part in the brainstorming " The
Cooperation between NGOs on international and national levels".
During the period of democratic reforms the women of the
South Caucasus had accumulated an important social potential. At the
same time a civil society needs support in the form of education,
consulting, study and introduction of the experience from countries
with a developed democracy. For example. In Azerbaijan there exists no
legal basis for the development of local philanthropy, as the
imperfection of the tax system does not encourage business sector to
get involved in charity. Even in the capital city, business entities
are not very responsive to the requests and suggestions from the part
of NGOs.
The 3rd sector formed in the countries of the South Caucasus has a
significant effect on the current processes of societal; restructuring
and development. However , on one hand, from NGOs' lack of experience
in developing the mechanisms able to influence the social situation and
the power structures, and on the other hand from the fact that NGOs are
slow in transforming from satisfying their internal needs and the needs
of their members towards solving the problems that are important to the
society at large.
It is highly problematic to comment on cooperation between
mass media and women's NGOs. It should be noted that market relations
formed in the sector make journalists prefer sensational news. NGOs do
not supply such news and in the result there exists a low demand for
highlighting their activities.
We have singled out the gender issue not because it is a "fashionable"
topic now, but for the purpose of forecasting. In the regions of three
countries there exists a demonstrable prevalence of women involved in
NGO activities. This misbalance is increased by a mass outflow of men
to Russia to earn their living. Most men, especially those belonging to
a socially active group of population, prefer business or politics as a
way out of their problems rather than NGO activities that do not
contribute anything to their social status in the regions.
We believe that the most important and urgent projects will aim at the
development of legal mentality / rule of law among women. While working
with gender projects it is important to take into consideration the
national and cultural traditions. For GFW, in accordance with its aims,
we would prioritize the following directions:
- Strengthening of the role of women in development of civil
participation, especially in public expert assessment of social and
gender issues. In this area, women NGOs may help to decrease the
corruption existing in the sphere of work with vulnerable groups.
- Women's NGO's development in the field of entrepreneurship
can be viable in traditional for the region areas of small business.
NGOs also need training in financial management.
- Technical assistance in acquiring business professions and
re-training for women - potential entrepreneurs, considering the fact
of the completed privatization of SMEs and land;
- Technical assistance in adaptation of women to market economy: production of simple consumer goods and services.
- Technical assistance in development of traditional crafts, production of traditional clothing and souvenirs
- Women's NGOs seldom development require assistance in
determining needs of their target audiences and plan their activities
based on their own perception about the needs of the target audience,
their own conclusions and wishes. Therefore our working group would
recommend that GFW conducts training sessions in marketing for
non-profit organizations or in social marketing involving joint
participation of women from three countries.
- It seems that the most promising ones will be coalition of a number
of women's NGOs from three countries. Such union will comply with EF in
the field of exchange of information, improve decision making and
develop the vision and practical skills in civil participation of
women.
- In the field of local self-government, it is possible to
involve NGOs as providers of municipal social programs. These joint
projects can have the element of cost sharing by a number of donors.
The idea of creation of Alternative Women's Parliament of the
Southern Caucasus which has sounded at the Forum can carry out a role
of uniting idea.
