KYZYL-SHAFAG AND KERKENJ: HISTORY OF VILLAGE SWAP UNDER KARABAKH CONFLICT


The Heinrich Boell Foundation, Germany  and the Independent Research Group "NOVATOR" conducted a presentation of the book titled "Kyzyl-Shafag and Kerkenj: History of Village Swap under Karabakh Conflict" on June 9 in Caucasus Research Resource Center.

The book is the result of a project that was run in parallel by social researchers from Azerbaijan and Armenia in 2006-07. The main goal of the project was to study mechanisms and practices of a peaceful division of the population under the Armenian-Azerbaijani Karabakh conflict (1988-94). The implementation of the project was possible owing to support from the South Caucasus regional branch of the Heinrich Boell Foundation (Tbilisi).

The project ideology supposed a shift from those practices of studying interethnic conflicts that have effectively entirely captured the attention of specialists and experts who work in the South Caucasus. In the opinion of the participants in the project, ethnic groups are effectively always described by researchers or experts as real homogenous communities that unite people sharing ethnic stereotypes, images of "historical enemies", etc. In the context of these stereotypes and images, carriers of different ethnic identities are in conflict, participate in wars against each other and are peacefully in contact or cooperation. As a result of this kind of approach, the picture of interethnic relations in the South Caucasus which is constructed by specialists and experts, presents, the authors believe, ethnic communities which have, in essence, lost all the diversity, typical of them, of peaceful contact and conflict-free intergroup relationship.

The project participants, on the contrary, proceeded from the view that peaceful intergroup contact and relationship are no less (and, probably, even more) frequent than conflicts. For this reason, a peaceful collective village swap case between Azeri and Armenian rural communities under the unfolding Karabakh conflict was chosen for the research. The specialists from Azerbaijan (Sevil Huseynova, Sergey Rumyantsev) carried out their study in the village of Kerkenj in the Shamaxi District of the Azerbaijani Republic where Armenians lived before the Karabakh conflict started. The specialists from Armenia conducted their study in a village which was called Kyzyl-Shafag (Kalinin District of the Republic of Armenia) at the time of the swap and has now been renamed to Dzunashokh (Lori Marza of the Republic of Armenia) and in which Azeris lived before the conflict.

As a result, the book is demonstrating the history of the implementation of a voluntary, collective, civil project the main condition for the success of which was peaceful cooperation between the Azeri and Armenian rural communities. Although this peaceful cooperation, whose goal was a collective village swap, did emerge during the conflict and forced exodus, it was successful owing to a habitual system of peaceful relationship which formed over the many years of neighborhood.

The book was published in Tbilisi in Russian language.

EUROPEAN WOMENS THESAURUS

The European Womens Thesaurus is the tool for definition and search of the "female" information in databanks, the Internet and the collection of womens libraries, the documentary centers and archives. The European Womens Thesaurus contains 2087 European terms.

In the Azerbaijan version of the Thesaurus are brought 589 terms reflecting sociopolitical realities of the Azerbaijan society, national and Islamic culture.




GENDER DIRECTORY

is the data-base of all the national actors involved in women's and gender issues work. The data base supposes to include the gender focal points: State agencies, National parliament, Business sector, Mass media outlets, International organizations, functioning in Azerbaijan, Funding institutions, functioning in Azerbaijan,Diplomatic corps, functioning in Azerbaijan, the individual actors (individual feminists, writers and poets, artists, scientific womens rights lawyers). Attention! The directory is connected by links to databases of womens NGOs (both registered and non-registered), NGOs carrying out gender projects, researchers and teachers.




AZERBAIJAN STATE COMMITTEE ON FAMILY, WOMAN AND CHILD PROBLEMS

In Azerbaijan by initiative of the President Ilham Aliev in accordance with Presidential Decree dated by 6 of February 2006 State Committee on Family, Women and Children issues has been established. Chairwoman of the Committee is Mrs. Khidjran Guseynova. She is the professor of the Baku State University and the first woman- the doctor of political sciences in Azerbaijan
