The Gender Research Center under West University in a coalition with
the Azerbaijan Information Gender Center have develop the program
"Gender Study and ICT " for the researchers, teachers, post-graduate
students, students and representatives of the women's organizations of
Azerbaijan and carry out a series of interactive trainings for teachers
and representatives of local NGOs on virtual using "European Woman
Thesaurus".

The specific target and indicators relating to Millennium Development
Goal 3 -Promote gender equality and empower women - address education,
literacy, jobs and political participation. ICT can serve as an
invaluable tool for those striving to meet the target and to improve
their performance for these indicators.
In Azerbaijan, as in other regions of Commonwealth of
Independent States (CIS), Information and Communication Technologies
(ICTs) are increasingly recognized as a powerful instrument for
reducing poverty, promoting good governance, and facilitating
sustainable human development. However this potential cannot be
realized if ICT policies and tools are gender blind and if ICT as a
growing sector in our modern world remains pervasively male-dominated.
The imbalances between women's and men's access to and
participation in ICTs asserts that more needs to be done to ensure that
women equally enjoy the benefits arising from the global
knowledge-based economy at all levels of ICTs policy and practice.
Counter-balancing positive aspects of ICTs use for women
include the most powerful characteristic of the possibility to create
private, online spaces where people can share sensitive and personal
information, exchange experiences, build solidarity, facilitate
networking, develop campaigns and lobby more effectively, and where
individuals are safe from harassment, enjoy freedom of expression and
privacy of communication, and are protected from electronic
surveillance and monitoring.
Awareness of information society policies or the relevance of
gender to ICTs remains limited and, in comparison with other regions,
advocates from the South Caucasus have not been enough engaged in
global gender and ICT networks. Besides lack of data is a fundamental
constraint for evaluating the gender impact of ICTs and women's
position in the ICT sector within the South Caucasus
ICT as well as a tool that can replicate or perpetrate gender
stereotypes. Integration of gender study within ICT for Development
(ICTD) calls for special interactive trainings.
ICT stand to meaningfully contribute and mutually reinforce the
advancement of effective, more expeditious solutions to gender
inequalities and women's rights violations, including problems such as
gender-based violence or the unequal participation of women in
political as well as in economic spheres. ICT alone cannot create
gender equality or end poverty, but they can be tools for social action
and positive social change. It needs to be acknowledged is that ICTs
have great potential to enhance individual careers of women, because
high demand for ICT skills creates opportunities for all individuals,
regardless of gender, race, creed, and so forth.
Unfortunately, there has not been any gender evaluation,
monitoring or impact studies done for the EU ICT-related programmers in
the candidate countries such as Azerbaijan. Clearly, women are missing
from all spheres of ICT programmed performance. Over the past decade,
the gender and ICT advocacy movement has seen growth at a global level.
However gender and ICT advocacy networks are weak and confined to the
fringes of a women's movement in the South Caucasus.
Azerbaijan as other countries of the region South Caucasus are
in the process of developing National Action Plans for Information
Society Policies, which are paramount for guiding national ICT for
development (ICTD) processes. These plans, however, largely exclude a
gender perspective.
Therefore the aim of project is developing information culture
and to overcome digital gap between men and women through studyng the
groups of researchers, teachers, students and representatives of NGOs
to work with virtual resources and preparation the curiculum for
university "Gender Study and ICT".
The Gender Research Center under West University in a

the following activity:
to lead brain storming together with advisers of Informtion Center
and researchers of our Gender Center under the book "European Woman
Thesaurus" It is important, as advisers of Azerbaijan Information
Gender Center have translated from English on Azery and Russian
languages the book "European Woman Thesaurus".
to create a methodical material for training under the book ""Europian Woman Thesaurus""
to carry out 8 interactive trainings for 10 hours per a special computer hall for the chosen groups
to generalize results and evaluation
to collect reflections of participants of trainings
to prepare the curriculum "Gender Study and ICT" for Universities of Azerbaijan
During the project the 15 researchers, 60 teachers and 40 students and
15 representatives of NGOs will be trained for working with virtual
resources with gender issue and very important textbooks "European
Woman Thesaurus" in Azeri and Russian languages.
After approbation of interactive trainings the curriculum first in the CIS "Gender Study nd ICT" will be prepared.
According to the international organizations and State
Committee with gender issue information technologies are advanced
poorly and women own them badly in our country. We have chosen that
group which most of all works with women and in the field of gender
equality. That they worked better, it is necessary to train them.
